As a Local Actor of Local Democracy City Councils: Malatya Metropolitan City Council Sample

Abstract

Bu araştırmanın amacı Malatya Büyükşehir Kent Konseyi özelinde kent konseylerinin yerel demokrasinin yerel bir aktörü olma durumlarının incelenmesidir. Araştırmada Malatya Büyükşehir kent konseyi odak alınarak, temsiliyet açısından Malatya Büyükşehir Kent Konseyi içerisinde Yürütme Kurulu üyeleri seçilmiştir. Araştırmanın verileri, araştırmacı tarafından geliştirilen yarı yapılandırılmış görüşme formu ile 2018 yılı Ocak – Mart ayları arasında derinlemesine mülakat yöntemi ile elde edilmiştir. Araştırmada kullanılan görüşme formu iki bölümden oluşmaktadır. Görüşme formunun birinci bölümünde katılımcıların, faaliyette bulundukları il, kurumdaki görevi/unvanı, kurumdaki statüsü ve görüşlerinin kapsamı bilgilerini tespit etmek amacıyla sorulmuş beş (5) soru, ikinci bölümünde ise kent konseyleri hakkındaki düşüncelerini belirlemek amacıyla da yirmi (20) soru bulunmaktadır. Araştırma sonucunda, yerel demokrasi ve yerel yönetime katılım konusunda kent konseylerinin dinamik bir yapıda olduğu, kentin sorunlarını dile getirmede etkili olduğu, kent ile ilgili sorun ve ihtiyaçların tespit edilmesi ile çözüm önerilerinin getirilmesi konusunda karar almada verimli ve işlevsel olduğu belirlenmiştir. Araştırmada ayrıca, kent konseylerinin daha etkin olarak çalışabilmesi için kent yönetimi açısından almış olduğu kararların bağlayıcı nitelik taşıması, kendine ait bir bütçesinin olması ve çalışanlarını belirleyebilmesi gibi konularda da yeni düzenlemelere ihtiyaç duyulduğu tespit edilmiştir.

The aim of this study is to investigate the status of the City Councils as a local actor of local democracy in Malatya Metropolitan City Council. In the research, the Malatya Metropolitan City Council has been focused and the Executive Committee members have been elected within the Malatya Metropolitan City Council in terms of representation. The data of the research was obtained through the semi - structured interview form developed by the researcher by in - depth interview method between January - March 2018. The interview form used in the research consists of two parts. In the first part of the interview form, five (5) questions were asked in order to determine the information of the participants in the province, the duty / title, the status and the scope of their views in the institution, and in the second part there were twenty (20) questions in order to determine their opinions about the City Councils. As a result of the study, it was determined that City Councils have a dynamic structure in terms of local democracy and participation in local government, they are effective in expressing the problems of the city, and they are efficient and functional in making decisions about identifying the problems and needs related to the city and making solution proposals. In addition, it was determined that in order to make the City Councils work more effectively, new regulations are needed in terms of binding decisions of the city administration, having a budget of its own and determining its employees.
