Political Life in Hakkari and Public Expenditures Made in the Democrat Party Period (1950-1960)

Abstract

Bu çalışmada Demokrat Parti döneminde Hakkâri ilindeki siyasal yaşam ve bu dönemde yapılan kamu harcamaları ele alınmıştır. Hakkâri tarihsel süreç boyunca coğrafi konumundan ötürü birçok medeniyet ve devlet için önemli bir yere sahip olmuştur. Erken Cumhuriyet Döneminden, 1950'li yıllara kadar siyaseten tek partinin hâkim olduğu Hakkâri'de sosyo-ekonomik anlamda da kalkınmanın pek olmadığı bir dönem yaşanmıştır. Demokrat Parti'nin Hakkâri'de örgütlenmesiyle birlikte siyasal anlamda partiler arasındaki mücadele kent için önemli bir aşama olmuştur. 1950-1960 dönemlerinde Hakkâri'de Demokrat Parti ile muhalefet arasındaki mücadele ele alınarak, bu mücadelede aşiret ve beylerin nasıl bir etkiye ve pozisyona sahip olduklarına çalışmada yer verilmiştir. 1950 genel seçimlerinde iktidara gelen Demokrat Parti'nin tüm yurtta başlatmış olduğu kalkınma hamlesi Hakkâri'de de kendini göstermiştir. Özellikle 1950 seçimlerinden sonra Demokrat Parti iktidarlarının genelde Doğu illerine özelde Hakkâri iline eğitim başta olmak üzere, sağlık, güvenlik ve ulaşım alanlarında yaptıkları kamu harcamalarının Hakkâri'de yansımaları özellikle 1954 ve 1957 seçimlerinde bu ilde oylarını arttırmasına ve milletvekili çıkarması şeklinde görülmüştür.

In this study, the political life in Hakkari during the Democrat Party period and public expenditures in this period are discussed. Hakkari has had an important place for many civilizations and states due to its geographical location throughout the historical process. From the Early Republic Period to the 1950s, there was a period when there was not much development in the socio-economic sense in Hakkari, where the only political party was dominant. With the organization of the Democratic Party in Hakkari, the political struggle between parties has been an important stage for the city. The struggle between the Democratic Party and the opposition in Hakkari in the 1950-1960 period was discussed, and what kind of influence and position the tribes and gentlemen had in this struggle were included in the study. The development move initiated by the Democratic Party, which came to power in the 1950 general elections, in the whole country also manifested itself in Hakkari. Particularly after the 1950 elections, the reflections of the public expenditures of the Democrat Party governments in the Eastern provinces in general, especially in the province of Hakkâri in the areas of education, health, security and transportation in Hakkari were seen as increasing their votes in this province and getting deputies in the 1954 and 1957 elections.
