İmpact of European Uni̇on Identitiy Construction on Immi̇grati̇on Poli̇ci̇es After 2011

Abstract

Temel hareket noktası olarak kimliğin esas alındığı bu çalışmada günümüz kimlik tartışmalarına öncelikle kimliğin ne olduğuna dair bir açıklamayla başlanmıştır. Kendi tarihsel gelişimi ve mücadele alanı boyutuyla beraber ele alınan Avrupa'nın, bu hususlar ışığında kimliği ve kimliğinin güçlü yanları nitelendirilmektedir. Bu süreçte kimliklerin sınırlara hapsolamayacağı görüşünden hareketle kuruluş felsefesinde kozmopolit bir normatif kimlik değeri çizen Avrupa Birliği kimliği ve kurumsal yapısı incelenmektedir. Böylece ulaşılmak istenen bir hedef olarak ulus üstü vatandaşlık kurma adına bölgesel nitelikteki bir oluşumun Avrupalı Birlik Kimliği inşasında ne kadar başarılı olabileceği gözlemlenmiştir. Bunun için de en net sonuçlara yine günümüzün bir başka popüler konusu olan göç ve göçmenler üzerinden ulaşılmıştır. Çalışmamız nihai olarak ulus devletlerden şekillenen Birliğin hedeflerinin en önemli engeli olarak, güvenlik sorunları, ekonomik kaygıları ve milliyetçi duyguları başta olmak üzere, yine bu ulus devletlerden kaynaklandığı sonucuyla beraber, Birliğin kendi içindeki tutarsızlığına ulaşmaktadır. Bu süreçte toplumsal dönüşümün ve yeniden inşanın ise meydana gelebilecek büyük bir kırılma noktasıyla beraber, sözü geçen ulus üstü kimliksel varlığın gerçekleşmesine dair fırsatları doğuracağı göz ardı edilmemektedir. Böylece aksaklıkların AB'nin temel felsefesine bağlı kalarak giderilmesiyle ulus üstü vatandaşlık durumunun gerçekleşme ihtimali tamamıyla reddedilmemektedir.

In this study, which is based on identity as the basic starting point, the debates on contemporary identity have begun with an explanation of what identity is first. The strengths of the identity and identity of Europe, which are considered together with its historical development and the size of the struggle area, are described in the light of these issues. Based on the view that identities cannot be confined to borders, the identity and institutional structure of the European Union, which draws a cosmopolitan normative identity in its founding philosophy, is examined. Thus, it has been observed how a regional formation in the name of establishing supranational citizenship as a goal to be achieved can be successful in the construction of European Union Identity. For this reason, the most clear results have been reached through migrants and migrants, another popular topic of our time. Our work ultimately reaches the inconsistency of the Union itself, together with the conclusion that it originates from these nation-states, especially security problems, economic concerns and nationalist sentiments, as the most important obstacle of the Union's goals. In this process, it is not neglected that social transformation and reconstruction, together with a big breaking point that could occur, would create opportunities for realizing the supranational identity entity mentioned above. Consequently, the likelihood of a supranational citizenship situation is not totally rejected by disregarding the problems by adhering to the basic philosophy of the EU.
