Impact of Development Agency Supports on Van's Economy: Attraction Centres Support Programme Analysis

Abstract

Bölgesel kalkınma 'ülkenin bütününde yer alan bölgelerin çevre bölgeler ve dünya ile karşılıklı etkileşimi ile oluşan bölge vizyonunu dikkate alan, katılımcılık ve sürdürülebilirliği temel ilke edinen ve insan kaynaklarının geliştirilmesi yoluyla bölge refahının yükseltilmesini amaçlayan çalışmalar bütünü' şeklinde tanımlanmıştır (Devlet Planlama Teşkilatı [DPT], 2003). Bölgesel kalkınmanın gerçekleşmesi o bölgenin içinde barındırdığı potansiyelin ortaya çıkarılabilmesi ve kullanılabilir hale getirilmesiyle yakından ilgilidir. Bunun gerçekleşebilmesi için ihtiyaç duyulan kilit yapılardan biri kalkınma ajanslarıdır. Bölgeler arasındaki dengesizliklerin ortadan kaldırılması için gerekli olan bölgesel kalkınma politikalarının gerçekleştirilmesi amacıyla kurulan kalkınma ajansları mali destek, teknik destek, fizibilite desteği, finansman desteği gibi farklı programlarla proje ve faaliyet destekleri sağlamaktadır. Bunlardan bir tanesi de Van ilinde uygulanan Cazibe Merkezlerini Destekleme Programıdır. DAKA, potansiyelleri ve lokomotif sektörleri kullanarak bölgenin ulusal ekonomiye katkısını artırmak ve cazibe merkezlerinin fiziki ve sosyal alt yapısını iyileştirmek amacıyla 13 projeye destek vermiştir. Bu tez çalışmasında Doğu Anadolu Kalkınma Ajansının 2010-2020 yılları arasında desteklemiş olduğu CMDP projeleri incelenmiştir. Gerçekleştirilen projelerin bölgenin gelişimine sağladığı katkılar bölgesel kalkınma kriterleri çerçevesinde değerlendirilmiştir. Bu tez çalışmasında, DAKA desteği ile hayata geçirilen CMDP projelerinin Van ilinde özellikle istihdamı, imalatı ve turizm gelirlerini artırmaya odaklandığı ve bu doğrultuda sanayi, turizm, tarım gibi alanlarda bölgesel kalkınmaya katkı sağladığı sonucuna ulaşılmıştır.

Regional development is defined as 'all actions taking into account the vision of the region created through interaction of the regions throughout the country with the surrounding regions and the world, where being participatory and sustainability are the fundamental principles, aiming at boosting welfare of the region through development of human resources' (DPT, 2003). Realisation of regional development is closely related to being able to reveal and making usable the potential that region has. One of the key structures needed to realise this is the development agencies. Development agencies established to implement regional development policies required to eliminate interregional disparities provide project and activity supports through different programmes as financial support, technical assistance, feasibility support, financing support, etc. One of these is the Attraction Centres Support Programme (Cazibe Merkezlerini Destekleme Programı, CMDP) implemented in Van province. EADA has supported 13 projects with a view to increase the contribution of the region to the national economy using potentials and locomotive sectors and improve physical and social infrastructure of the attraction centres. CMDP projects supported by Eastern Anatolia Development Agency from 2010 to 2020 were studied in this thesis. Contributions made by the implemented projects to the development of the region were assessed within the framework of regional development criteria. In this thesis, it has been concluded that the CMDP projects implemented with the funding of EADA focused on boosting employment, manufacturing and tourism revenues in particular and, in line with this, contributed to regional development in areas as industry, tourism and agriculture.
