Şeyh Sait Riot as a Social Movements

Abstract

600 yıllık bir devlet ve güçlü bir geleneğin sonucunda kurulmus olan TürkiyeCumhuriyeti Devleti, kurulmadan önceki dönem de dâhil kurulduktan sonra birçokayaklanmayla karsı karsıya kalmıstır. Osmanlı Devleti içerisinde farklı inançgruplarının ve etnik yapıların sınırlı da olsa kendilerini yasatabildikleri ancak çağdasTürkiye Cumhuriyeti Devleti'nin kurulmasıyla birlikte birçok etnik yapının ve inançgrubunun ülke sınırlarının dısında kaldığı görülmektedir. Kalanların ise, üniter TürkiyeCumhuriyeti Devletiyle sorunlar yasadığı görülmektedir.Seyh Sait ?syanı, iste bu sürecin çok önemli dönemeçlerinden birisidir. ?syanıntasıdığı ulusal ve dinsel motiflerin her ikisi de aslında Mustafa Kemal ve Cumhuriyethükümetlerinin tasfiye etmeye çalıstıkları unsurlardır. Güçlü ve nüfuz sahibi bir seyhinliderliğindeki isyanın basarılı olma sansı çok azdır. Ne ulusal anlamda Kürtlerin birbütünlüğü söz konusudur ne de tüm Türkiye'de ?slami kesimlerin birlesmisliği. Durumböyle olunca, Türkiye modernlesmesinin önünde en ciddi engeller olarak görülmekteolan bölücülük ve irtica olaylarının üzerine gidip bertaraf etmeye çalısmakCumhuriyet Türkiye'sinin en temel politikası halini almaktadır.Seyh Sait ?syanı'nın günümüze kadar ulusal bir isyan mı, dinsel bir isyan mıolduğu tartısıla gelmektedir. Ancak isyanın Osmanlı'nın son dönemi ile birlikte birokumasının yapılması anlam kazanabilir. Çünkü isyanın olusum kosulları ancakOsmanlı Devlet yapısının derinlikli bir analizi ile açıklığa kavusturulabilir.

The modern Turkish Republic, which has been established as a consequenceof a 600 years powerful politicaî heritage, has been faced with many rebellions andupheavals both before and after establishment. The Ottoman Empire had a socialformation, composed of raany religious and ethnic structures and groups. But, withthe establishment of the Turkish Republic, most of these religious and ethnic groupswere left out the boundaries of the new State. Those who stayed inside haveexperienced signifıcant problems with the unitary Turkish state.The so called 'Seyh Said Rebellion' is one of the most signifıcant events ofthis new process. The national and religious characteristics and motives bearedthroughout the rebellion were the ones that aimed to be eliminated by Mustafa KemalAtatürk and the new Republican Governments. The success chance of a rebellion thecontrol and leadership of a povverM seyh is not possible. Neither the Kurdish peoplenor the ?slamic believers have no unity among themselves in Turkey. Under thoseconditions, for the Turkish modernity to overcome with those ethnic and religiousdivisioness movements and upheavals was not diffıcuît. And, from this one the mostfundamental poîicy of the modern Turkish Republic has been to deal with such ethnicand religious problems.From the beginning an ongoing debate has taken place on the nature of theSeyh Said Rebellion, över itv s national, ethnic or religious character. A trueassessment of the nature of the rebellion needs an analytical framevvork vvithinwhîch the social, economic and poiitical characteristics of the Ottoman period vvill beanalysed. Because the conditions on the base of which the rebellion took place weresignifıcantly related to the Ottoman State staıcture. And without a true assessmentand in-depth analysis of these poiitical structures, the real nature of the rebellion cannot be clarified.
