The Impact of the Strategic Management Process on the Efficiency and Effectiveness of Performance, Environmental Scanning as a Mediator Variable (apply Study in Public Drinking Water Organizations in Erbil)

Abstract

Stratejik bakış açısı, örgütlerin performansına önemli derecede etki eden yönetim uygulamalarından birisidir. Örgütlerin başarısı, uzun dönemde yaşamlarını sürdürebilmeleri, rekabet üstünlüğü sağlamaları gibi performans unsurları stratejik yönetim uygulamalarına bağlıdır. Bu çalışmanın amacı stratejik yönetim süreci uygulamalarının, Erbil içme suyu idaresinde performans boyutu olarak etkinlik ve etkililik düzeyleri üzerinde etkisini araştırmak ve bu sonuçlar üzerinde çevresel faktörlerin rolünü ortaya koymaktır. Stratejik yönetim süreci boyutları olarak, çevre analizi, strateji oluşturma, strateji uygulama ve strateji değerlendirme boyutları ele alınmıştır. Bu araştırma Kuzey Irak'ın Erbil kentinde kamuya ait içme suyu idaresinde çalışan yöneticiler örneklemi üzerinde yapılmıştır. Veri toplama aracı olarak anket yöntemi kullanılmıştır. Araştırmada 450 yöneticinin doldurmuş oldukları anketler kullanılmıştır. Ayrıca bu araştırmada 3 farklı ölçek kullanılmıştır. Bu ölçekler: stratejik yönetim sürecindeki boyutları ortaya koyan stratejik yönetim süreci ölçeği, etkinliği ve etkililiği ölçen performans ölçeği ve çevresel faktörleri ölçmek için ise çevresel faktörlerölçeklerdir.Bu anketlerden elde edilen verileri analiz etmek için ise SPSS(26) ve Yapısal Eşitlik Modeli (AMOS) istatistiksel analiz programları kullanmıştır. Yapılan araştırmada elde edilen verilerin analizi sonucunda; stratejik yönetim süreci aşamaları ile performans kriteri olarak etkinlik ve etkililik arasında anlamlı bir ilişki olduğu ortaya çıkmıştır. Bu boyutların sırasıyla tek tek etkisine baktığımızdaStratejik yönetim sürecinin Çevre analizi boyutu ile örgütsel etkinlik ve etkililiği arasında pozitif yönlü bir ilişki olduğusonucuna ulaşılmıştır.Stratejik yönetim sürecinin Strateji oluşturma boyutu ile etkinlik ve etkililik arasındaanlamlı bir ilişki bulunmamıştır.Stratejik yönetim sürecinin Strateji oluşturma boyutu ile etkinlik ve etkililik arasında anlamlı bir ilişki bulunmuştur. Stratejik yönetim sürecinin Strateji yerleştirme boyutu ile etkinlik ve etkililik arasında pozitif yönlü bir ilişki bulunmuştur. Stratejik yönetim sürecinin Strateji izleme ve değerlendire boyutu ile örgüt etkinliği ve etkililiği arasında pozitif yönlü bir ilişki bulunmuştur. Ayrıca, stratejik yönetim süreci ile örgütsel etkinlik ve etkililik ilişki arasında çevre faktörlerinindüzenleyici rolünün pozitif yönde olduğu görülmüştür.

Strategic perspective is one of the management practices that have a significant impact on the performance of organizations. Performance elements such as the success of organizations, their long-term survival and competitive advantage depend on strategic management practices. The aim of this study is to investigate the effect of strategic management process practices on the efficiency and effectiveness levels as a performance dimensions in Erbil drinking water organizations and to reveal the role of environmental factors as a mediator variable on these results. As the dimensions of the strategic management process, environmental analysis, strategy formulation, strategy implementation and strategy evaluation dimensions are discussed. This research was conducted on a sample of managers working in the public drinking water organizations in Erbil, Northern Iraq. Questionnaire method was used as data collection tool. Questionnaires filled by 409 out of 450 managers were used in the study. In addition, 3 different scales were used in this study. These scales are: the strategic management process scale that reveals the dimensions in the strategic management process, the performance scale that measures efficiency and effectiveness, and the environmental factors scales to measure environmental factors. SPSS (26) and Structural Equation Model (AMOS) statistical analysis programs were used to analyze the data obtained from these surveys. As a result of the analysis of the data obtained in the research; It has been revealed that there is a significant relationship between strategic management process stages and efficiency and effectiveness as performance criteria. When we look at the effects of these dimensions one by one,It has been concluded that there is a positive relationship between the Environmental analysis dimension of the strategic management process and organizational effectiveness and efficiency.There was no significant relationship between the strategy formulation dimension of the strategic management process and the effectiveness and efficiency.A significant relationship was found between the strategic implementation dimension of the strategic management process and the effectiveness and efficiency.A positive relationship was found between the strategy placement dimension of the strategic management process and the effectiveness and efficiency. A positive relationship was found between the strategy monitoring and evaluation dimension of the strategic management process and the effectiveness and efficiency of the organization.In addition, it has been observed that the regulatory role of environmental factors is positive between the strategic management process and the relationship between organizational efficiency, effectiveness.
