Analysis of the Understanding of Social Municipality in Turkey, Specific To Van

Abstract

Karar organları yerel halkın oyları ile oluşturulan belediyeler, yerel halkın müşterek nitelikteki ihtiyaçlarını karşılamak amacıyla oluşturulmuş en önemli yerel yönetim kuruluşları arasındadır. Farklı kültürel özellikleri taşıyan yerel halkın en önemli müşterek ihtiyacı ise sosyal belediyecilik faaliyetlerinin geliştirilmesi ve kültürel entegrasyonun sağlanmasına yöneliktir. Bu sebeple, belediyelerin son dönemlerdeki en önemli idari reformu sosyal belediyecilik hizmetlerini iyileştirmeye ve geliştirmeye çalışmaktır. Sosyal belediyecilik ise en genel hali ile vatandaşın yaşam kalitesini arttırmaya, sosyal adaleti ve sosyal refahı sağlamaya yönelik projeler geliştirmek ve uygulamaya çalışmak olarak tanımlanmaktadır. Bu bağlamda bu çalışmada, sosyal belediyecilik anlayışı kuramsal ve kavramsal boyutları ile ele alınmıştır. Çalışmanın temel amacı ise sosyal belediyeciliğin uygulamadaki görünümünü analiz etmektir. Bu uygulama ise Van ili özelinde incelenmek istenmiştir. Bu kapsamda çalışmada öncelikle literatür taraması yapılarak sosyal belediyecilik anlayışı analiz edilmiş sonrasında ise Van büyükşehir belediyesi personelleri ile yapılan çoklu görüşmeler sonucunda Van'daki sosyal belediyecilik anlayışı değerlendirilmiştir.

Municipalities, whose decision-making bodies are formed by the votes of the local people, are among the most important local government organizations established to meet the common needs of the local people. The most important common need of local people with different cultural characteristics is to develop social municipal activities and ensure cultural integration. For this reason, the most important administrative reform of municipalities in recent times is trying to improve and develop social municipal services. Social municipalism is defined in its most general form as trying to develop and implement projects aimed at improving the quality of life of citizens and ensuring social justice and social welfare. In this context, in this study, the understanding of social municipalism is discussed with its theoretical and conceptual dimensions. The main purpose of the study is to analyze the appearance of social municipalism in practice. This application was intended to be examined specifically in the province of Van. In this context, the study first analyzed the understanding of social municipalism by conducting a literature review, and then evaluated the understanding of social municipalism in Van as a result of multiple interviews with Van metropolitan municipality personel.
