The Ekonomic Politics of New-Founded Republic of Turkey: 1923-1938

Abstract

Milletlerin hayatında ekonomi o milletin can damarı mesafesindedir. Milletlerin, devletlerin yükseliş ve çöküş nedenleri iyice araştırılırsa bunun en başta ekonomik nedenlere dayandığı görülür. Bir milletin hayatıyla doğrudan doğruya ilgili olan ekonomisi çöküşünde yükselişinde nedenidir. Ekonomisi güçlü olan devlet ve millet de güçlüdür. M. Kemal'in ?ekonomik bağımsızlık olmadan siyasi bağımsızlığında olmayacağı? sözü ekonominin milletlerin ve devletlerin hayatında ne kadar önemli olduğunu göstermektedir.Avrupa'nın hasta adam olarak nitelendirdiği, özellikle ekonomik alanda çökmüş olan Osmanlı İmparatorluğu enkazından Mustafa Kemal liderliğinde siyasi bağımsızlığını kazanmış yeni bir devlet Türkiye cumhuriyeti kurulmuştur.Atatürk, ekonomik bağımsızlığa ve ekonomiye verdiği önemi İzmir İktisat Kongresinin açılışında yaptığı konuşmada:?Yeni Türk devletinin temelleri süngü ile değil ekonomi ile kurulacaktır. Yeni Türk devleti fetihçi bir devlet değil bir ekonomi devleti olacaktır. Siyasi bağımsızlık gibi ekonomik bağımsızlık da esastır.? Sözleri ile açıklamıştır.Türkiye cumhuriyeti ekonomik hayatta hızlı atılımlar yapmaya başlamış. İzmir İktisat Kongresinde alınan kararlar doğrultusunda 1923 ? 1929 yılları arasında kısmi bir liberal dönem yaşanmış fakat gerek 1929 Dünya ekonomik buhranı yüzünden gerekse sermaye ve girişimcilik yetersizliği nedeniyle 1929 ? 1938 yılları arasında devletçilik politikası izlenilmeye başlanmıştır.

Economies of nations are being considerably close to their lives. It will be fairly comprehended that reasons of rising and down of nations and states are standing on their economic facts. Economies directly related with presences of nations are also the reasons of rise and down of those nations. ?there will be no political freedom without economic freedom? is one of the Mustafa Kemal?s saying about the importance of economies within the life of nations.Turkish Republic was founded as a new political freedom owned state by the leadership of Mustafa Kemal on the debris of Ottoman Empire which is economically collapsed and also described as a sick man by Europa.In the speech of Izmir Economy Congress Atatürk mentioned the importance of economic freedom:Base of new Turkish state will be found with economy not bayonet. New Turkish state will be an economy state not the conqueror. Political freedom is the fundamental as well as the economic freedom.Turkish Republic implemented rapid advances in the are of economic life. Towards the decisions taken in Izmir Economy Congress a partial liberal period was seen between 1923-1929 years but because of the 1929 Great Depression and the lack of capital and enterpreneurship, policy of state control on economy was started to implement between 1929-1938 years.
