Abstract
Yeni Kamu Yönetimi ve yönetim anlayışı gerek bireysel gerek örgütsel iletişimi beraberinde getirmiştir. Halkla ilişkiler bu bağlamda yönetenler ve yönetilenler arasında bir köprü görevi gören kaçınılmaz bir olgu durumdadır. Halkla ilişkiler uygulamaları neticesinde, yönetim ve hükümet vatandaşların arz ve taleplerini takip ederek izlemekte ve kamu yönetimi olgusunda iyileştirici stratejilere başvurarak, gerek kamu alanında gerek yerel yönetim alanlarında iyileştirmelere gitmektedir. Söz konusu halkla ilişkiler çerçevesinde kamu kurum ve kuruluşları mesajlarını ve yönetim anlayışını halka duyurabilmekte, ürün ve hizmetlerini halka tanıtabilmektedir. Bu anlamda yerel yönetimlerde halkla ilişkiler ve iletişim önemli rol oynamaktadır. Çalışmada yerel yönetimler, halkla ilişkiler ve iki yapı arasında süreklilik halinde olan itibar ve stratejik iletişim kavramları ve alt başlıkları incelenecektir.
New Public Administration and management approach brought both individual and organizational communication. In this context, public relations is an inevitable phenomenon that acts as a bridge between the rulers and the ruled. As a result of public relations practices, the administration and the government follow and monitor the supply and demands of the citizens and make improvements in both the public and local administration fields by applying reformative strategies in the phenomenon of public administration. Within the framework of the aforementioned public relations, public institutions and organizations can announce their messages, management approach and promote their products and services to the public. In this sense, public relations and communication play an important role in local administrations. In the study, local administrations, public relations and the concepts and subheadings of reputation and strategic communication that are in continuity between the two structures will be analysed.
