dc.description.abstract In Turkey, in terms of final energy consumption, the building sector represents the second-largest energy consumer accounting for 36% of the total final energy consumption in 2008 and the building sector's emissions are 32% of the total national energy-related CO2 emissions. However, the building sector presents significant opportunities for energy and CO2 savings, estimated at 30-50% of the current levels. The total population of Turkey increased from 56.5 million in 1990 to 72.5 million by the end of 2009. Along with the increase of the population, Turkey's urbanization rate increased from 52.9% in 1990 to 75.5% by the end of 2009. Between 2000 and 2010, despite two economic crises in 2001 and 2008-2009, the building stock grew around 8.1%. Such rates of increase underline the importance of energy-saving measures in the building sector. In order to find a solution Promoting Energy Efficiency in Buildings Project is being executed by General Directorate of Renewable Energy (YEGM). UNDP is the implementing agency of the Project which is financially supported by Global Environment Facility (GEF). The Ministry of Environment and Urbanization, and Ministry of National Education are other partners. One of the most important output of this Project was Integrated Building Design Approach (IBDA) books which have been published with the help of 15 experts. These books are Adaptation Report, Project Development Process and Implementation Guide, Priorities and Objectives for Building Performance. This paper will give details about IBDA books and the focus on the methodology of "Project Development Process and Implementation Guide". en_US
