Presidential System and Applicability in Turkey

Abstract

Bu çalışmada, hükümet sistemleri ile Türkiye?de uzun yıllardır devam eden, sistem değişikliği ve başkanlık sistemi tartışmaları incelenmektedir. Başkanlık sisteminin, Türkiye için uygulanabilir olup olmadığı ya da ülkede parlamenter sistem içerisinde kalmak suretiyle sorunların çözülüp çözülemeyeceği çalışmanın temel sorunsalıdır. Hükümet sistemlerinin neler olduğu, kuvvetler ayrımına dayanan hükümet sistemlerinin tarihsel süreci, Türkiye?de parlamenter sistemin tarihsel gelişimi anayasalar esas alınarak analiz edilmektedir, Türkiye?de hükümet sistemi değişikliği tartışmalarına, sistem değişikliğinin maliyetine ve son olarak başkanlık sisteminin uygulanması durumunda doğabilecek muhtemel sonuçlara da bu çalışmada değinilmektedir. Systems of government change of system and presidential system that has been argued for a long time in Turkey will be examined in that text. The main problematique is that presidential system can be carried out or not, Either If parliamentarism is maintained, the problems can be solved or not in Turkey. Systems of government, historical process of systems of government based on division of powers, changes of system of government, the costs of changes of system, prospective results, and historical process of parliamentarism in Turkey will be examined in light of constitutions.
